It is with mixed feelings that I must let
you all know that I have decided to resign
from my position as CAPT Vancouver REOC
Chair. Recent circumstances dictate that I
make this decision. I acquired a great deal
of knowledge, met some fantastic
individuals, and thoroughly enjoyed the
experience.

CAPT Vancouver supports but is not directly involved
with the BC Pharmacy Technician Regulation and
Certification initiative. This is a national
initiative. The Pharmacy Examining Board of Canada
(PEBC) and the College of Pharmacists of BC (CPBC)
are the key stakeholders in BC responsible for this
initiative and any specific questions should be
directed to them. Please refer to
www.bcpharmacists.org
and
www.pebc.ca
for more information.
CAPT Vancouver is involved as a communication tool
and is offering Pharmacy Technicians’ use of the
FORUM on the CAPT Vancouver website at
http://captvancouver.ca/Forums.htm as a means of
conversation for BC technicians. Please feel free
to use the forum to post questions and answers for
Pharmacy Technicians around the province.

The 4th Annual
CAPT Vancouver Pharmacy Technician Conference
CAPT Vancouver is excited to announce the upcoming 4th
Annual CAPT Vancouver Pharmacy Technician Conference, to
be held October 16th
& 17th, 2009 at the River Rock
Casino Resort, in Richmond, British Columbia.
Presenters will be speaking on such
diverse topics as Pharmacy Technician Certification and
Regulation, Drug information, Motivational Sessions
and
much more. These presentations are now even more
important for Pharmacy Technicians as we look towards
becoming a recognized profession.
On
Friday evening the conference is launched with
networking sessions including vendor exhibits, a keynote
presentation by Sam Louie and then the evening kicks off
with an exciting social event. Saturday is a full day
of learning which includes a dynamic key note
presentation by the renowned ‘attitude adjuster’
Michelle Ray.
This
year's event brings a great opportunity to learn about
the new and exciting technician initiatives and the
challenges which are coming about. The topics will be
very exciting and informative; this is a great
opportunity to expand networking and open discussions to
share your questions and concerns about the many hot
topics such as the upcoming certification and regulation
for pharmacy technicians, expanding technician roles,
clinical technicians, supervisor positions, tech check
tech and so much more. We will also have various
exhibit booths set up to promote job opportunities from
within the pharmacy sectors, retail and health
authorities, which are available to you. Last years
national conference was a great success and we
anticipate this year will be an even better educational
experience!
We
look forward to seeing you all at the Conference.

A
meeting was held on Friday, June 12. At this
meeting, the Board approved to move forward with the
national model for regulating Pharmacy Technicians.

In
order for CAPT to continue working with the government
and other advocacy associations, the following changes
have taken place:
-
CAPT National is working with a new accounting and
legal firm.
-
A
centralized bank account is now being maintained for
all CAPT branches across Canada at the National
level.
-
Restructuring of the CAPT branches has occurred.
-
The chapters
are now being called Regional Educational
Outreach Committees (REOC).
-
All post
office mail box accounts have been closed.
-
Elections will
no longer be required as there will no longer be
elected positions held by members.
-
Future
committee members will need to send CAPT
National a current resume for review.
-
The CAPT National address is to be used for all CAPT
correspondence.
-
Chapter websites are to be redirected to CAPT.ca.
In adhering to the
requirements set by CAPT National, effective April 1st,
2009 all CAPT Vancouver funds in the amount of
$23,358.10 were transferred to CAPT National. In
addition, CAPT Vancouver voiced some concerns and
requested the following information from National:
For
those individuals seeking reimbursement for the $300.00
CE credit which was offered out at the PDC 2008 in
Vancouver, CAPT National will honor the CE credit,
however, all requests are to be made directly to CAPT
National instead of CAPT Vancouver.

Pharmacy Technicians
- Please be aware of some alarming decisions by the
current Board of the
College
of Pharmacists
of BC (CPBC). As you may already know, effective
April 1, 2009 the College of Pharmacists of BC operates
under the Health Professions Act (HPA) for ‘pharmacists’
and the Pharmacy Operations and Drug Scheduling Act (PODSA)
for ‘pharmacies and drugs'. (The former Council
was dissolved and the members were re-appointed as a
Board in the new legislation). Like
Ontario,
the CPBC needs legislative authority to register and
regulate pharmacy technicians. The new legislation was
supposed to provide this authority.
As you also may have heard a Board meeting was
held on January 9th. Under “Council
Business” the minutes state that a motion carried to
remove pharmacy technicians from the bylaws. The new
legislation only refers to pharmacy assistants.

In
addition, a communication was sent to some pharmacists
in the metropolitan Vancouver which contained alarming
statements by a representative of the Board, most
notably “At
the last Council meeting on
February
6th 2009,
it has been decided that a Task group is going to be
formed regarding the possibility of educating and
certifying the pharmacy technicians. This time, the word
“regulating” has been omitted on my insistence”
This representative also appears to have a significant
concern about pharmacy technicians taking control of the
CPBC. A suggestion of adding a pharmacy technician
to the board was also rejected by this Board earlier
this year.
All of the work and progress made over the last several
years is at risk due to the self-interest perspective of
certain elected Board members. Therefore,
CAPT
Vancouver has responded to the Ministry and the CPBC and
encourages pharmacy technicians of BC to send a strong
message
to the CPBC before their next
meeting in June.
